PLIV WP SUSYTools support

Adding the new PLImproved lepton isolation WPs (PLImprovedTight and PLImprovedVeryTight) to SUSYTools to allow testing.

Because we don't have various SFs yet, and the WPs aren't in the egamma map files, we set fallback WPs for those.
Once the PLImproved WPs are more broadly supported / recommended, we move them into the supported list.
