22.0-cleanup-TRT_DetElementsRoadTool_xk

Started a cleanup in the context of ATLASRECTS-5936, item 2. However the method concerned is never called, so I have simply deleted it. Interface changed for the method "detElementsRoad" also so that the DetElements array is returned instead of being a parameter which is updated.
