tauRec: update input variables for tau decay mode classifier

Bowen Zhang requested to merge zhangb/athena:master-UpdateTauDecayModeClassifier into master

The previous "ChargedPFO" is replaced by the classified charged tracks (i.e. tau tracks) as they're almost the same.

Several variables related to the impact parameters of the tracks are included in the inputs, they slightly improves the classification. i.e. slides

The weight file has been updated to /cvmfs/atlas.cern.ch/repo/sw/database/GroupData/tauRecTools/00-02-00/NNDecayMode_R22_v1.json in tauFlags
