Implementation of optional ClusterAssValidation for FTF in Trigger part

Plant the TrackClusterAssValidation algorithm into the InDetSetup.py, controlled by the doTruth() in InDetTrigFlags. With this algorithm, we can eastimate the reconstruction efficiency of FastTrackFinder in jet fullscan.
