[ATR-23079] Add TDT to legacy trigger RecExCommon

In ATR-23079 I encountered a workflow by which we get to the xAOD trigger decision creation for Run 2 (which uses the TrigDecisionTool to facilitate the xAOD conversion) before anything else has set up the TDT.

This adds the tool at this point, before setting the specific settings required for it to function in this conversion mode.
