IBL 3D radiation map move into conditions data (ATLASSIM-5148)

The radiation damage map in the IBL 3D sensor is now moved into conditions data.

The default setting is still "doRadiaitonDamage=False", thus, this will not change any results.

added InnerDetector Simulation labels
