This includes a sweep of !42337 (merged) from 21.0, although simulation production will not be run in this branch for the Run-2 reprocessing.

The main part of this merge request is the addition of a PileUpTool to copy the pile-up xAOD::Truth information into the presampled RDO files and an Algorithm to copy the information into the MC+MC Overlay output. Also included are MC+MC Overlay configuration changes to support older presampled RDO files with TruthJets and the new format with xAOD::Truth information instead.
