Update in L1TopoSimulation
With this MR the old L1TopoConfigSvc used in Run-2 to configure the L1Topo simulation from the menu is not used anymore. In L1TopoTestAlg it has only been commented out but it needs to be updated to use the new json menu, so the old structure is kept for reference.
In this MR the format of the L1Topo simulation output to the CTP simulation is modified to store the multiplicity output bits in a flexible way to be configured through the menu.
