Organize the e/g hypo to allow AlgHypo monitoring and Prepare to electron DNN precision setup

This MR its very important and should merge ASAP (since all tests are ok)

The main features included are:

• Add monitoring feature into Precision Electron/Photon and FastCalo HypoAlgMT;
• Transfer the HypoAlgMT creation from Menu to e/g hypo package;
• Include once again the new Ringer ASG selector into the egamma def menu code;
• Prepare the electron precision/calo python/c++ code to the new DNN selection (edit: ATR-23128);
• Change pid bools into the Electron/PhotonInfo to pid map decorator;
