TileMonitoring: Update Tile TMDB Raw channel monitoring for Run3

Tile TMDB Raw channel monitoring for Run3 has been updated to fix properties declaration in new-style (old-style ones have been removed) and efficiency histograms filling and add possibility to fill raw channel histograms and efficiency histograms in the same time.

Configuration of Tile TMDB Raw channel monitoring for Run3 has been updated to fix names of histograms and top directory for efficiency histograms and add possibility to configure two different algorithms in the same job to monitor DSP raw channel container and reconstructed offline one.

Test of Tile TMDB Raw channel monitoring for Run3 has been added.
