Draft: Switch cutLevel of InDetTrigTrackingCuts 15 for all signatures.

Previously, we have set cutLevel = 15 for fullScan jet to reduce the fake tracks rate. Since we found that cL 15 has little impact on efficiency but can greatly suppress the fake tracks rate, we suggest to set cutLevel = 15 for all signatures. We also add this property into ConfigSettings for the further migration.
