ITk vertexing + LRT updates

Thomas Strebler requested to merge tstreble/athena:ITk_Vert_LRT_update into 21.9

This MR:

  • updates the eta-dependent cuts recently introduced for primary vertexing to use the same values as in the non-eta-dependent cuts used so far (the tighter pT cuts in the central region wasn't originally intended)
  • updates the configuration of z-cuts applied to the space-points for LRT and relaxes it for the strip space-points
