ALFAROB monitoring chain added to LS2_v1 menu

This MR adds ALFAROB monitoring chains. This chain effectively always rejects but runs the algorithm responsible for the collection of vital monitoring information. Tagging @korcyl

Tagging @rbielski for opinion abut modification to the streamer Tagging @hrussell & @khoo & @dzanzi about the location & name of the chain (We did not have such a chain in Run 2).
