egammaValidation. Use ToolHandle, new Gaudi style properties and configure from python

As we discussed in core software (@akraszna , @krumnack ) probably we want to start moving away from AnaToolHandle at least from the core parts towards ToolHandles or new AnaToolConfig etc.

Now, I recalled where have seen them used.

This case is an AthAlgorithm we run in Athena ART e/gamma reco tests. We can simply use the ToolHandle. I would assume that since we monitor/plot at calo cell level and we need calo geometry / conditions to unpcack them is not exactly on the Analysis realm anyhow ...
