PyJobTransforms: Query atlas first and then atlas-replica in trfAMI

This should work around the issue reported in ATLASAMI-255 (locally testing looks good). However, we still ultimately need the atlas-replica back because without it all jobs running on machines with no network access (such as SPOT jobs) will ultimately fail. See ATLINFR-3411 for some historical discussion on that.
