Inclusion of necessary software to use CaloBCIDAvgAlg for SuperCells and algorithm to apply correction

For @pavol to look at too. I could run the c-tests in the related packages and they run fine. I could make a small RDO production proving that the simulation now can be corrected thanks to this MR, so, I would claim, in the sake of finishing this topic, that we should merge this in ASAP. I profit to tell @blumen and @jmontejo about it. The simulation is almost fully integrated (there is just a remaining issue with the pulse displacement in time to make a more realistic simulation of the pulse samples, I should have it done in 2 or 3 days).
