Translator of link numbers for AFP Bytestream convertor

AFP link numbers are different in Run 3 and Run 2. The AFP_LinkNumTranslator will return "Run-2 equivalent" for the link numbers in Run-3 runs. Thus, no other changes are required in other packages. Also turning AFP_WordReadOut into tool.

This is just one half of the intended changes. This implementation relies in hard-coded values. The second half, relying on the DB content, will be ready in a couple of weeks; that part is commented out for the moment.
