Put back MuonTruthSummary & MuonRecoValidationTool
Hi everybody,
in !42467 (merged), I removed the MuonTruthSummaryTool & the MuonRecoValidationTool as we assumed that the tool is no longer in use. However, I was totally wrong as it is used by @ztarem and @shlomit for the developments of the MuGirl algorithms. Apologies for this. So I put it back to the code base.
