Add dictionary for FlavorTagDiscriminants::HbbTagTool.

Added FlavorTagDiscriminants::HbbTagTool to selection.xml in order to generate a dictionary for it.

This allows the tool to be used as recommended in the ATLAS Analysis Software Tutorial.
