Update RPC cabling config for trigger

Savanna Shaw requested to merge sshaw/athena:trig-rpccabling-config into master

Keeping the CosmicConfiguration in the RPC cabling alg as the default (false) for the trigger for the new JO config (to match the old JO configuration).
