MGC tests, saving tgz outputs instead of event files

Zach Marshall requested to merge zmarshal/athena:21.6_MGC_test_output_tgz into 21.6

This changes the setup a bit to name things more like they're named in the production system, and to save the tar.gz files as is done in the production system (another step towards getting our tests to match what happens in prod sys).
