New Particle Flow E/p Reference

This MR introduces a new e/p reference file for particle flow, based on the recent CP samples. It is not used by default and can be enabled via a python flag. Associated python flags are introduced in relevant python files. I ran RunTier0Tests.py and saw no changes with this branch. Tagging @smwang , @demers , @cdelitzs ,@mswiatlo
