Reporting ReSim events to the jobReport (ATLASJT-417)

Reporting ReSim events (events passed the filter ISF_SimEventFilter) to the jobReport. The jobReport version is updated to 2.1.0 consequently. More discussion in the ticket ATLASJT-417
