Split rad.sim conditions data (ATLASRECTS-6170).

Soshi Tsuno requested to merge stsuno/athena:atlasrects-6170 into master

The conditions data for radiation damage simulation is split from the PixelModuleData. So that unnecessary data will not be loaded at reconstruction level. Hopefully, this will resolve the memory increase issue.
