Fix the problem with links for Tau Truth matching in STDM4

Evgeny Soldatov requested to merge esoldato/athena:21.2-STDMUpdates-2021-04-29 into 21.2

After adding of standard truth3 record, scheduleTauTruthTools() is being executed twice, this leads to the problems in tau trith matching. This merge request removes this duplication.
