adjusting AFP_RawDataProvider for Athena MT

Converted AFP_RawDataProvider to AthReentrantAlgorithm. Related tools from AFP_ByteStream2RawCnv have been made AthenaMT-ready as well. There is no change in the algorithms' logic and they should provide exactly the same results as before. Related JIRA ticket - AFPSOFT-122.
