CSC offline monitoring: bug fixes

This MR inserts:

  • 50ADC cut is set in order to reject the noise as described in AMUONDQ-59 (applied to both old and new-style algorithms)
  • fix the labelling on C-side occupancy plot AMUONDQ-69 (applied to both old and new-style algorithms)
  • array initialization in Segments new-style algorithm (with this fix all histograms are identical to the old-style monitoring) (complements MR!42664)
