TCT: Removing the postExec settings using MuonRPC_Cabling in q223
As mentioned in ATLASRECTS-6276, the RPCCablingSvc has been deprecated. However, RPCCablingSvc is still used in postExec of the q223 test which is defined in the AMI tag - causing failure in the q223 TCT tests. This MR sets the postExec parameter to be empty in the TCT scripts q223.
