Reprocessing release of the TRTMonitoringRun3

Nikita Belyaev requested to merge nbelyaev/athena:master-TRTMonitoringRun3 into master

This is the release of the TRTMonitoringRun3 which will be used during the reprocessing campaign. The TRT monitoring is not an essential tool for this campaign, but several new features were added recently and the release should be up to date. In the meanwhile, the development of the monitoring package will be intensively continued.
