WIP: Refactor eFEX TOBs and EDMs

Nicholas Luongo requested to merge nicholas/athena:eFEXTauTOBandEDM into master

Create separate eFEX TOB and EDM creation classes to allow for use outside the eFEX bitwise testing code. Build out tau EDM creation and testing.

Far from complete, this is currently intended for feedback on proposed structural changes.
