Connect egamma emulator and monitoring

This MR just connect the e/g emulator into the e/g offline monitoring. The e/g emulator today is turn-off (emulator=False into the egamma python offline mon code).

  • tidy up matching tool and include necessary features to emulate;
  • change keys (harmonisation);
  • include steps into the emulator;
