AthenaServices: delete AthenaStopperAlg and MemoryRescueSvc

Delete unused components:

  • AthenaStopperAlg: can be replaced by setting EvtMax
  • MemoryRescueSvc: was an attempt to gracefully shutdown athena when it runs out of memory and certainly not being used in production
