21.9: Updating track finding for fast track reconstruction

This MR includes the new treatment of passive layers in track finding for fast tracking reconstruction. This allows to include the material contribution from cooling and services routed in between the inner and outer pixel system to properly account for material in between hits and improve fast tracking performance at high pseudo-rapidity.
These changes are not affecting the default track reconstruction.
