The allttbar TrigInDetValidation test reportedly for pu40 appears to be a sample with no pileup. This fixes the data sample for that test, and adds a new test with nopileup and also adds anoher test with a reduced bjet PT cut to recover some of the efficiency of the b-jet precision tracking at low PT.

Also remove obsolete development jobs as discussed in ATR-23384, should fix ATR-23413
