LRT configuration Updates

Benjamin Philip Kerridge requested to merge bkerridg/athena:master-lrtcfgchanges-20210510 into master

This change:

  • Adjusts the electron LRT RoI size to match the development size.
  • Enables the Seed Redundancy check for muon and electron LRT chains
  • Retains track parameters for electron LRT
  • Reduces the Doublet DR for fullscan from 270 -> 200
  • Moves the min clusters cut into the new ConfigSettings.py file, transferring the control of this parameter from TrackingCuts

These changes result in a change to the reference counts for electronLRT chains.
