Adding configuration to study staging scenarios for ITk

Noemi Calace requested to merge ncalace/athena:21.9-staging-configurations into 21.9

This allows to define tracking cuts for the configurations to be studies.

The two configuration are named no5thLayer and noOuterEndcap.
