ATLASRECTS-6327 (first part) Eliminating dynamic casts of MeasurementTypes (e.g. RIO on track, Competing RIO on track, pseudo measurement) in the TrkGlobalChi2Fitter. Occasional cleanups along the way.

This will be followed up by (at least) one further MR tackling the other dynamic_casts.
