Propagate changes to AsgElectronEfficiencyCorrection in 21.2 to master

Philip Sommer requested to merge ATLAS-EGamma/athena:philip_electronEfficiencyFrom21p2 into master

Adding some changes we made in 21.2 to master

  • adding support for fwd electrons
  • allowing the user to customise the binning in the SIMPLIFIED model

This is now used by quite a few analyses, so needs to be propagated.

The original MR (now in athenaprivate1) is here.
