Add jet cleaning hypo to new jet trigger configuration
This MR address the second part of ATR-22623 and it implements the utilisation of the jet cleaning decoration inside a hypo condition to remove jets not passing certain cleaning requirements. At this stage, only the cleanLB cleaning (renamed CLEANlb for consistency with other prefiltering naming conventions) will be included here. After this MR, it will become basically trivial to include different jet cleanings inside the hypo prefilters.
