Implementing single tool for all topological hypo in Egamma

This MR will combine Mass and DeltaPhi topoligical hypoTool in single hypotool. As mentioned in ATR-21608 this will allow us to implement HLT_2g15_tight_dPhi15_m80_L1DPHI-M70-2EM12I trigger
