Fix isolation bits for EM22VH and EM24VHIM, see ATR-21865

The isolation bits for EM22VH and EM24VHIM are set to the wrong values in the code that produces the L1 XMLs, but to the right values in the code producing the L1 JSON. Fix the XML code to match JSON.
