Fix of the STGC pads and wires widths in the hough transform.

Stefano Rosati requested to merge rosati/athena:nsw_stgc_pad into 21.3

The STGC pads and wires widths are retrieved from the actual detector description, replacing past odd values. Also a fix in a dphi calculation to avoid a false warning.
