Adding the SumEt and Met algorithms

Sergi Rodriguez Bosca requested to merge serodrig/athena:SumET_and_Met_Algo into master

jFEX SumET and MET algorithm have been implemented for the Offline Bitwise simulation. Additionally the TOB classes are added. This modification includes both central and forward mapping, however the module 0 (completely masked) and module 5 are buggy. This will be solve in a future merge request.
