AnalysisTop:fix for empty electronSF variation vectors
Fixes the problem reported in ANALYSISTO-1104.It affects the "FULL","SIMPLIFIED" and "COMBMCTOYS" models and returns the same size of variation vector filled with default SF for the events without electrons.
