MuonEventAthenaPool+TrkEventTPCnv+MuonEventTPCnv: Add missing TP converter declarations.

Add DECLARE_TPCNV_FACTORY for the TP converters defined in this library.

Needed in order to load dictionaries for classes being written during initialize. (See ATEAM-749.)
