New jet multiplicity histograms for jet validation

Chris Malena Delitzsch requested to merge cdelitzs/athena:master-jet-validation-histos into master

This MR adds two histograms for jet validation: the number of jets passing the JVT cut and the number of jets failing the JVT cut. This will be helpful to understand differences related to pileup more easily in the future.

One small bug fix is applied to remove a warning about a histogram that is declared twice.
