TCT: Disabling HLTMon and few more updates in test_mainstream_run307716 and test_reco_with_derived_outputs_2

This MR makes the following updates in three TCT tests:

• HLTMon is disabled in serial tests which use monitoring as recommended in ATR-22947
• contitionsTag is updated to CONDBR2-BLKPA-RUN2-03
• the comparison step runs only when the reco step is successful
