Adding LArPulse trf

Pavol Strizenec requested to merge pavol/athena:add_pulsedump into master

This MR is to add new transform, which could produce LAr pulse shapes ntuple. Also fixes which was merged in 21. by Guillaume (MR !43629 (merged)) is added here. The code is not used in standard reco, only in processing of special runs for LAr pulse shape studies.
