Adding HGTD_Hits to McEventCollectionFilter

Christian Ohm requested to merge atlas-hgtd/athena:21.9-HGTD-in-McEventCollectionFilter into 21.9

As pointed out by @jchapman in !43869 (merged) and tracked in ATLSWUPGR-133, the HGTD hits should also be processed by McEventCollectionFilter. I think I got the protections right here, but I didn't test it yet, so I'll mark WIP as soon as the CI is triggered.
