TrigT1: enable JSON configuration for MBTS and ZDC simulation

Frank Winklmeier requested to merge fwinkl/athena:mbts_zdc_newconfig into master

The UseNewConfig properties of TrigT1MBTS and TrigT1ZDC were never set and their default value is False. So we were not testing the new configuration for these algorithms.
